In most cases, no. Loft conversions fall under Permitted Development Rights, as long as:
The new structure does not exceed 40m³ for terraced houses or 50m³ for detached/semi-detached houses.
It doesn’t extend beyond the plane of the existing roof facing the road.
It’s not in a conservation area or a flat.
However, if your design exceeds PD limits or you're in a restricted area, you’ll need to apply for planning permission.
